Nuclear Criticality Safety -The Nuclear Criticality Safety (NCS) Division enables the mission and protects the laboratory by providing sustainable expert leadership to develop and maintain technical tools, training and data necessary to support safe and efficient fissionable material operations at LANL. Our vision is to be a continuously improving, agile and transparent program that is supportive of and responsive to safely accomplishing the laboratory mission.

This position, as Deputy Division Director, will assist the Division Leader to develop, maintain, and apply a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable the Laboratory's scientific and national security mission. Roles and responsibilities include:

+ Assist the Division Leader in continued and maturing implementation of the Nuclear Criticality Safety Program for the Laboratory including Nevada operations.

+ Provide nuclear engineering services to ensure facilities and fissionable material operations are designed, constructed, modified and maintained to meet nuclear safety and mission expectations in a cost effective, safe, and compliant manner.

+ Provide nuclear criticality safety facility engineering resources for LANL nuclear facilities.

+ Support the division leader to effectively lead the development and control of nuclear facility criticality safety evaluation documents, to support disciplined and effective nuclear criticality safety control implementation, and assessment of overall program performance.

+ Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.

+ Assist the division leader in developing specific short-term and long-range plans and monitor progress to assure long-term objectives are attained and customer requirements are met.

+ Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.

+ Perform technical and quality reviews of nuclear criticality safety documents for nuclear facilities and support facilities.

+ Serve as the senior advisor for NCS technical practices.

As a Nuclear Facilities Engineering Manager 5, you will assist the division director in operations and strategic direction by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, nuclear quality assurance requirements, and applicable federal, state and local laws, regulations, codes, and standards; and providing leadership in resolution of technical and personnel issues.

In addition, but not limited to, as a deputy division director, you will assist the division director in developing staffing plans in accordance with customer requirements and within budget constraints, perform recruiting and hiring activities to implement those plans, and develop staff through training, mentoring and qualification programs.

**Minimum Job Requirements:**

**Leadership**

Central to this position, we are seeking a qualified and talented individual that has demonstrated leadership and innovation in managing an engineering organization.

**Knowledge and Experience**

This position will serve in a management role and provide expert knowledge and experience in nuclear criticality safety for ongoing fissionable material operations, facility projects and maintenance within nuclear facilities. Specific knowledge and experience sought for includes:

+ Qualified as a Criticality Safety Analyst in a program consistent with ANSI/ANS 8.26-2007(R2016), Criticality Safety Engineer Training and Qualification Program

+ Significant record of leading a technical organization in support of nuclear facilities including operations, maintenance, systems engineering, nuclear criticality safety, and projects to establish and continuously improve safe, reliable, and compliant facility operations

+ Demonstrated success in effectively interfacing with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public

+ Demonstrated capability in successfully developing internal and external customer relationships achieving a high degree of customer satisfaction. Expertise in negotiation with customers and support organizations and resolving conflicts

+ Experience in developing and managing budgets

+ Demonstrated experience related to the development and implementation of in-house standards and procedures

+ Significant Management experience effecting the requirements above

**Education/Experience:** Position requires a Bachelor's Degree in an engineering discipline from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

**Desired Qualifications:**

+ Extensive knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance

+ Knowledge/experience of LANL Nuclear Criticality Safety processes; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and operations

**_Location:_** This position will be located in Los Alamos, NM.

**Clearance: Q** (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

* Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

**HRP:** This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, 712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

**426.2:** This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

**New-Employment Drug Test:** The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

**Regular position:** Term status Laboratory employees applying for regular-status positions are converted to regular status.
